ABO Welcomes Key Recommendations in Hodge Review of Arts Council England

The Association of British Orchestras (ABO) today welcomes the publication of the Hodge Review of Arts Council England and the opportunity it provides to strengthen the frameworks that support a vibrant, resilient and inclusive orchestral sector.

We strongly welcome the Review’s endorsement of the Arm’s Length Principle at all levels of government “to ensure that arts funding is protected from politicisation.” Protecting artistic freedom and independent decision-making is essential for cultural organisations to flourish.

We particularly welcome the Review’s recommendations to tackle barriers to international touring through the cultural tax reliefs – a measure the ABO have long been advocating for – as well as to accelerate tax relief payments which will strengthen the financial resilience of the sector.

We support calls in the Review for proportionate and streamlined administrative processes. The report highlights the need to “reduce bureaucracy” and “reform ACE’s application and reporting requirements,” in favour of artistic integrity and delivery.

The ABO was encouraged to see recommendations for a “joint fund that would support improvements to the cultural offer in schools” - a positive step in ensuring equitable access to the arts for all young people for which the ABO has been campaigning through our #AnOrchestraInEverySchool initiative.

We look forward to further discussions and clarity regarding recommendations for new models of local and regional decision-making and the impact this will have on the wider cultural ecosystem across the country.

The ABO looks forward to continued engagement with Arts Council England and Government as the Review’s recommendations are taken forward, ensuring that orchestras can thrive in a system that supports excellence and resilience.
